I would say go for Frank's Wild Years. I've listened to quite a good amount of Tom Waits music and that's the one album that I've listened to continuously. Mule Variations is another good one to check out. Also, they sound a tad different, but Circus Contraption is another band I usually recommend to Tom Waits fans. Check out the album Grand American Traveling Dime Museum if you're so inclined.

Down Colorful Hill, I think. Everything they did is so good though, their only album I'm not really crazy about is Songs for Blue Guitar. Also congrats on apparently having the same favorite songs from DCH as I (Japanese to English and Michael).
