Well for upload here you have to sign up for an artist account but I think the quality is limited to 128 kbps mp3 only. They have a faq at: http://www.last.fm/help/faq?category=Label+and+Artist+Services. A better choice probably is archive.org: If you create an account there you can link from here or myspace and you don't have to worry about availability any more. Or you can just do both.
