Oh, they definitely do. There is a huge democratic deficiency in how the EU is organized, but as long as the parliament is persistent, they can block pretty much any proposition coming from the comission, or change the writing into something that might be palatable for all parts. It's not like the democratically elected parliaments we're used to, but still. About 2/3 of all laws the Swedish parliament vote on are mandated by decisions made in the European parliament.
