Kei Ogura was born in Ueno, Tokyo in January 1944. After graduating from the University of Tokyo, Faculty of Law in 1967, Ogura joined Nippon Kangyo Bank (presently Mizuho Bank). During his 25 year career as a banker and prior to his resignation in 1993, he held positions including Bank Manager of the Hamamatsu Branch and Financial Service Director at the head office, amongst others.
