More than anything else I find music surfing through similar artists on last.fm and going to youtube if they don't have any streamable tracks. The recommended albums on amazon.co.jp also helps. Other than that, there are a few forums and little sites I regularly check, http://forum.jphip.com being the one where I find the most new awesome stuff. And no, I don't know any Japanese or live in Japan, but I do plan on taking a Japanese language course when I start college this Fall, and maybe I'll start using the internet to teach myself some more as well. Also, I PM'd you some links to some of my favorite artists in case you're interested in some great non-Japanese stuff.
