RTD's stepping down as head writer was planned well in advance, I think, so he's orchestrated all four series to culminate with Journey's End. From what we hear, Series 5 (in 2010) will be introducing all new characters (in terms of companions). As for whether David will remain as the Doctor...time will tell. Heh.
