Yeah they do, check the "Staff Recommendations" on the side, they're always free for a day or so and in the last 2 months there have been 2 free leeches too, and yes you need a higher level to do bookmarks (hence I just do my own bookmarks in Firefox..). Hoping to go around April/May, I'm in touch with a few people in my line of work there already and reading lots of books too.. its almost doing my head in with information overload as in my usual work I use about 2% of my brain cycles :D

It takes a few weeks to get a good ratio there, start with getting up to the 5gb limit and then sit on it and seed for a while, then download as your ratio allows and slowly but surely it'll start rising exponentially. The whole Bonus Point system works really well too once you build up a sizeable chunk! I actually came to Australia from Germany when I was 11, I'm practicing it hardcore (though I did do it in school) as I'm heavily considering something similar to you, just a few countries over ;)
