The difference: "Chip music" is music whose waveforms are actually synthesized by an actual sound chip (such as SID, AY/YM, POKEY, etc). "Chiptune" originally refers exclusively to sample-based tracker music (.mod, .s3m, .xm, etc.) which is made to SOUND LIKE chipmusic. Nowadays, the term is generally used interchangeably with "chip music", but there are still some guys who want to retain the original meaning of the term. I personally use the term "tracker chiptune" to distinguish the latter category, and I have no problems with actual chip music being called "chiptunes" as well. Actually, on-chip synthesis was the first thing that came to my mind when I first heard the word "chiptune" around 1992 or so.
