Actually, I think that ambient black metal bands simply have completely ambient sections and songs, and sometimes even pure ambient albums (Leviathan), and atmospheric bands are ones that use more reverb, synths and keys, and may use ambient stuff alongside black metal. It would also explain why most atmospheric bands are ambient and vice versa.
