    My take: the song is about memories, but memories of house music and the acid house outdoor party/rave scene in the UK in the late 80s and 90s. The lyrics "Out of respect for Johnny Walker, Paul Oakenfold, Nicky Holloway, Danny Rampling, and all the people who gave us these times" (the DJs) tells us that. But let's face it, it was definitely written with the mindset of being on E. To me that's obvious. As for that loop, listen to Ce Ce Rogers' Someday (1987), an original House anthem, and you'll see where he's coming from, I think that's the loop in his head. @schizobullet, the acid house scene wasn't a dream as you put it, just a damn good party, shame u missed it.

    This song isn't about drugs. It's about memories. I can only imagine the nostalgia this must conjure for people who actually experienced the UK rave scene in the early 90s. [2] and about the decade-long comedown as people realized the failure of the rave dream. no wonder this is simon reynold's favorite album of the decade
