This organic ambient dub song samples American singer-songwriter Rickie Lee Jones being interviewed. According to the Little Fluffy Clouds Songfacts, the sample of Ricky Lee Jones’ voice attracted the artist’s displeasure and her record company settled out of court with her for an undisclosed sum.

The guitar loop is sampled from Steve Reich’s Electric Counterpoint - “Fast” (1988), as can be heard on the Little Fluffy Clouds Wikipedia entry page.
