This must be their most beautiful song from the post-Dog Man Star era (Europe Is Our Playground and This Time get pretty close, though), and it's so sad this (as well as Cheap) didn't make it on A New Morning. So few people know about these hidden gems.
According to Love & Poison (the official Suede biography), this is about Simon Holbrook, a friend of Brett's who suffered many years of grave depression and committed suicide in 1996. Breakdown and He's Gone were also about him.

Who is Simon? He's this guy who was really important in the Britpop gay subculture, who died in about 2001. But I can't remember his surname or find any articles on him, I'm so frustrated! If anyone can get this, please do.
