I think it was in the liner notes for Lust in Phaze, but Mike said that part of the inspiration for this song was the disparity between representations of different races in news articles. He noted that mention of a young Caucasian woman was often simply "girl", while young African-American women were specified as "Black girls". Thus, the titular "White Girl".
