Essentially, I think this song is about being an autistic person: Stipe has always been a fantastic artist but at this point in their career (the very beginning) he was a really terrible communicator to the outside world, because he was insanely shy.

But also, in their music I hear so many influences, including bands that came after them, so I have to conclude that REM has influenced alternative music as a whole, in a very intense and deep sense

Honestly, who they draw the most inspiration from in this era is The Police, this song clearly sounds like their work musically, although Stipe's voice is very different (and more distinctive)

No idea if it's true, butI read the original intent by Michael Stipe was to make every word of this song unintelligible with the exception of Conversation Fear.
