    He's talking about what the city is meant to represent and what it's citizens need, rather than the actual characteristics of Gotham. It's pretty obvious if you listen to the verses instead of just the chorus.

    Great track, butttttt, Gotham City is anything but characteristic of the adjectives Kellz used to describe it. Another corny element of this film (with the King of Korny Ahhhnold topping the list, but Klooney as Batman wuz pretty damn korny, too).
