    I believe that the producers of Philadelphia commissioned Neil Young and Bruce Springsteen to write the theme to the film. They chose Bruce's and Neil's was left unissued. Personally I reckon it's one of the best ballads Neil has ever written. I'm a huge Gabriel fan but sorry, Neil sings Neil's songs best as commented below.

    I don't think Peter Gabriel wanted to improve the song, just to give his own, personnal version of it. And his voice really suits the song.
