Hmm, there's a few ways to take this. It could be literal, as in an actual extraterrestrial who tries to spy on society, which wouldn't be that out of the ordinary for Oingo Boingo. It could be about an immigrant who's trying to blend into American culture. It could be about an old man reminiscing on his life as a pariah, which means this whole song would have a huge depressing overtone.
