According to Wikipedia The Divine Comedy was writing some songs for an album when they were approached to do the theme song for Father Ted. They offered two songs as the theme: Songs of Love and Woman of the World. Obviously we know which was picked. Afterwards The Divine Comedy decided to rework the tune and release it on their album, Casanova..

Songs of Love is a cover of The Divine Comedy's song Songs of Love (from the album Casanova) which is a reworked version of the theme song for Father Ted with lyrics. So, he didn't sample the theme song, he covered the song that grew out of the theme song.
