2Pac has always been a sign of rebellion to many people over the years because of his critical lyrics.

The system (especially some white people and politicians) don’t like Tupac’s attitude to raise against the situation in the ghettos of America. He’s not going with the flow and he wants to emphasize his brothers and sisters (other black people) that they should no longer put up with how they are treated. This is a problem for the system because it’s difficult to resist and keep them quiet.
